Resizing my background image doesn't stay sized when I add a layer

I created a background bitmap layer, imported an image, and rotated and sized it to fit on the white canvas that was displayed. When I added another layer, the background immediately reverted to the original imported size and orientation. Am I not sizing it correctly (I’m using the select and move tools, Ctrl+drag to rotate and Shift+drag to resize)? I’m using the nightly build file from December 12, 2023.

I just tried it again, and as soon as I click on the new layer, it happens again.

You have to apply your transformation before you change layers. You can do this by either clicking outside of the selection with the move tool, or pressing the Enter key on your keyboard.
