This option on the Tool menu has got me put of trouble on numerous occasions.
These have often occurred, when I push a Tool hard, to see what it can do.

I agree with your comment 
it resets all tools to a known state.
It would be useful however, if you could save your settings in a file and reset to a known state, by reloading the file.
