I recently installed Pencil2D.
I drew a picture on bitmap.
Then I added a new bitmap but the other bitmap completely disappeared.
I know I should be able to see both bitmaps at the same time, one being more transparent.
How can I fix this issue?

What you are doing here and what you expect to happen are not clear.
If you are drawing a bitmap frame, moving to the another position, and then making a new bitmap frame, then the expected behavior is that only the current bitmap frame will be displayed. You can turn on onion skinning to display transparent versions of previous/next frames, but these are only to help with animation and will not be rendered. To turn on onion skinning, go to the onion skin panel and press the buttons that looks like stacks of frames.
If you are drawing a bitmap frame, moving to another layer, and then making a new bitmap frame, then the expected behavior is that the frames will be stacked on top of each other with full opacity. You can turn on the relative layer transparency option to make non-active layers less opaque but this will also not be rendered. You can toggle layer transparency modes by clicking the circle directly above the layers on the timeline.
If neither of these answers your question, you’re going to have to share more details about what you’re doing and what you want to happen. Screenshots can be helpful for explaining this.
