At the moment there is no way to achieve this using camera features, the camera layer always affects all layers equally. For now at least, you’ll have to find a workaround to achieve this effect.
This is the type of project I had in mind when I asked 'Is there a way of applying a camera zoom differently to groups of layers.
As the observer walks along the drive to the farm house, say 100 m, the moon is 380,000 Km approx away from earth. Thus since the movement is infinitesimally small compared with the earth moon distance, the size and position of the moon from the viewers perspective doesn’t change.
The process was slightly different from that suggested by Naughty because the moon and sky requires to be behind the farmhouse and therefor the background of the zoom sequence needs to be transparent.
This sequence was therefore exported as a series of .PNG files with the transparency set to on.
Below is the animation with a fixted background, where both the farmhouse and the moon get larger as the result of zooming in with the camera.

My reason for this project is that this was a challenge set by Disney management to it’s animator in the 1930’s. They acheived it without computers and simply used a long light proof tube. They placed the sky and moon at the bottom of the tube, the camera fixed to the other end and the cell of the farmhouse was on a tray which moved up and down to change it’s size when viewed through the camera.
Working on this project has been a voyage of discovery for me. I have learned so much about Pencil2D version 0.7.0 including the new camera features.
Producing this animation is a 2 stage process, the zoom in on the farmhouse, to simulate the view of a person walking toward it. This phase the background is transparent and I used Camera layer. The images are stored as a sequence of .PNG images.
The second stage used the images to overlay the background image and i used Camera-2 layer to control the process. The project file is

I have a project for college which requires an atmospheric background, action including voice sinc and sound effects. I am planning on using this project as the basis of that assignment project.
I’m having fun, exploring the new camera features in version 0.7.0. Some are counter intuitive, when you’ve been using version 0.6.6 for some time.
A word of warning, if you want to have a camera that doesn’t adjust the zoom and still use a frame to mark the end frame of your animation. My advice is to duplicate the previous camera layer frame an then move to the required position.
I’m now making changes to the project, so that it answers an assignment question, set by my Graphics Design tutor.
I use to have problems with deleting a sound file, when more than a single sound was placed on the same Sound Layer.
This has now been fixed, you simply select the sound layer and the start frame of the sound and then press the frame delete icon. It’s now as simple as that!
I think, that dangerous I know, that the animation now meets the requirements of the assignment, for Graphic Design. But I feel a few minor tweaks will make it even better.
To produce a finished animation need 2 passes, the first used Camera layer and includes the farmhouse and the light layers, this is exported to a series of .PNG images.
This is then imported and with the addition of Sky&Moon and Mary and using Camera-2 the final animation is produced.
The sound layer Sound and Music can be left selected all the time. All the sound effects and speech were recorded ny myself and the music is Public Domain.
