how exactly would you download this if it says failed-forbidden and do you know why that shows up.

If tried to download from there without avail try the direct links from our Github repository, which are used on the download page for the current stable download can be found here as well:
If you still can’t download the software form there with such an error (failed-forbidden) it’s possible that you ISP (Internet Service Provider) is actively blocking the Github site itself, and in that case I’m afraid we can’t do much.
You can also try to download a stable development build from October 14th 2018 that actually has more fixes, from our Google Drive repository:
