A lot of the things on this website are broken, sadly. You can get the working download from Github ( https://github.com/pencil2d/pencil ), just scroll down to the “Download” section
I just updated that page, the download links are back.

When iI try to install, it finishes at the bottom but when I click it just says that I’m missing a program. Any help?
