@xvictor Hi. Currently the vector layer is not working properly. We hope that the Pencil2D team will be able to work on the vector layer next year, but right now only the bitmap layer is being worked upon.
If you know someone that has experience with vector graphics programming and they want to help the project please sent them our way 
If you need hand drawn vector and to be able to import / export SVG try other software like Krita (http://krita.org), or Synfig (http://synfig.org)
