can pencil2d be launched using an application. like adobe or anything?

Adobe Creative Cloud launcher is only configured to launch adobe products.
I don’t really understand what you need this for, so if you could explain your requirements in detail we might be able to suggest you something. Otherwise you simply have to run the program after extracting all the files from the ZIP folder you download from the website.
