Rotate within Select

I always preface a request with THANK YOU for the work you are doing.

When I tried out the rotate, I was expecting only the object within the selection to rotate, instead of the whole window. Would it be possible to implement Rotation within Selection? Maybe by so many degrees, and maybe with a tool that has an axis?

Yeah, it should be great to have a free transform tool !
