I am trying to animate with white lines on a black background. I have created two separate bitmap layers, with the single black frame underneath. For some reason however, every time I create a new frame on the top layer, the black of the background layer covers up the white lines I have drawn, even in onion skin mode. Help!

I’m not entirely sure, but I think that issue is solved in the nigthly builds. You can download the newest nightly build via the download page. Please try it, and see if it solves your problem.
Just to add to David’s answer you can download the latest development builds (a.k.a nightly builds) here http://pencil2d.org/download/#nightlybuild make sure you are getting the most recent version as they are organized by the following date format: YYYY-MM-DD
